Are car alarms useful anywhere?

Just noisemakers that nobody pays attention to.

For hardcore car thieves ... probably not much help. It's probably more effective using steering locks or foot brake locks.

But it's a good deterrence against some desperate amateurs. Which is why most car alarm make a point to have flashing red light to "announce" it's presence. The assumption is that given a choice, the amateur thieve will go for other car that's not protected.
