Generally, no.
The benefits of strong abs are a solid foundation, which includes reduced back pain and improved performance on almost all of your movements. You don't need a low body fat percentage to take advantage of this.
On the other hand, if you mean that you want a six-pack to show, Your body fat percentage should be somewhere near 10% or lower (there's no hard figure). However, nothing's going to pop out if you don't have the abs to begin with!
Besides, extra muscle anywhere on your body will pump up your metabolism and actually help you lose the fat you need.
So no, start working on your abs as soon as possible if you want to eventually get them to pop!

No. But don't expect your abs to show to the world until you do lose the fat and don't expect ab exercises to melt away the flab (diet does that and expending more calories than you consume also takes care of that).
By doing ab exercises you are strengthening your 'core' muscles which will enable you to do the rest of your workouts safely and more effectively. So you aren't wasting your time -- just make sure you expectations are in check -- you aren't getting 6-pack abs until the body fat drops below 10%.

No, you do exercises to lose the fat. After you start doing sit up or crunches, the fat will start to be burned off and then the abs will start to show through. Make sure that you do a regiment that is comfortable because you want to be able to keep it up. If its too hard, then you will give up and not reach your goals.

Plain and simple- no. Any ab work out you do is exercising the muscle and therefore burning up the fat.
Case in point- my sister is a little thick around the middle, but her abs are pretty fit...more so than mine. we have the same waist measurment but her abs are more buff.

contrary to popular belief, you can't just lose fat in a specific place...it comes off where it comes off and you can't control it....and i'd say no, you don't have to lose it there to start toning the muscles there...i have a slight beer belly going on and i started doing about 100 situps a day last month and my wife can feel a difference in the muscle behind the fat of my beer belly, so to help lose some of the fat, i have also started running a couple miles a day (when i can, i have a very busy sked)...hope this helps...

no. ab work will speed it up for sure. you wont lose ALLof the fat there if you dont
