Because a male cats penis has very sharp little spikes on it and it hurts the female cat during intercourse. Do some research on cat breeding.

The fact is their are tiny little "thorn" like things on a male cat's penis that helps him to remain "locked" until he is done breeding. In addition, you might notice that the male will also get a pretty good bite on the back of the females neck, that is to keep her still during mating. Doesn't sound like a whole lot of fun to me.

i am assuming you are referring to a female cat, for female the sexual act is painful because the male cats penis has sharp spikes on it to hold it in position during the act.
