It means that your dog is afraid. May fel he/she's in trouble of some sort and waiting for your reaction to move on to the next step.

Reassure her, speak calmly and gently to her, then as you see the dog relax, give a pat, keep talking to the dog and everything should be OK.

What breed? - this is breed dependent. Most dogs when they tuck their tail between their legs it means they are afraid. They wag when happy or trying to be friendy. Between the legs and wagging usually means afraid but trying to be friendly. HOWEVER there are a few breeds, the greyhound is one, that the standard "neutral" position of their tail is between the legs and it does not mean they are scared, they'll wag it there too unles they are insanly, wildly, happy they they may pull it up. Likewise some breeds carry it over their back and may not tuck it all the way under the legs even when frigtened.

Its does not all ways been there happy. Look at it like this. As a human when where happy we move our hands and so forth, But when we are mad we do the same thing. Dont trust the tail. Trust the body postuer.
