Of course it's different in many cultures. I don't think people should start having sex till around 18+, I mean at least then your considered an adult. I mean different cultures even see that as debatable, but I don't see any person under that age ready enough to make that decision with all the consciences that come with it.

During the stage of adolescence are capable of having sex physically,but not advisable or not proper!Some tribe get married at age of 12(girl) I heard of indians culture!The age is not the bases of getting sex but how responsible are you with the consequence happened in your body as well as your life(future)But most of the parents scared of such thing for their children if they are not capable enough to establish their own life,and facing big responsibilities when they get pregnant or get disease!Whatever age you are , just have a clean and safe sex with your partner!

Certain people in the bible lived to the age of 200 or 300.
In this day and age, we are probably better time keepers, so I think we can use our own discretion. If your decision is against the norm, then don't let others judge your opinion.

I have a feeling that you wouldn't be asking this if your were old enough to have sex in the first place. Also, why is this under community service? Are you planning to help the community by having sex?

wen ur married or over 18 in modern society but yes it is diffeent in other cultures... im not sure cuz I havent een 2 1, but I would say its more probably more acceptable to have sex at a young age in 3rd world countries...

Well it's appropriate when you're old enough to know what you're doing and the person you're doing it with. When you feel that you know yourself and what you want from a relationship. When you know that your body and soul and connected and that you should respect them both.
That's my humble opinion.
In my culture, you shouldn't have sex before marriage (but nobody's listening) hehe

Why is this under community service? Are you planning to offer your services to the community? No one should have sex until they are mature and responsible enough to understand the consequences of it.
