I would set up a place for women the ones that are between the ages of 50 to 65 they have very little income they can't get gov,aid their husbands are dead or have run off with some one else.I would make difference types of jobs where they can have their dignity back.

Build a fantastic mini village specially for the young people to enjoy and to keep them amused so that they wouldnt have to hang around on street corners and get bored.It would include,every sport facility possible, a fairground,a motor bike and car track,a mini train track,cheap food and drink and the only rules there would be are: respect your fellow humans,no violence,always help others and treat people has you would expect to be treated

I would set up sex centers for free sex from strangers. Provided there is the proper protection to prevent diseases. There would also be a research center to help find cures for diseases. This would take the tension away from many of the people in the town.

There was a movie "Pay it forward" with Haley Joel Osment, Kevin Spacey and Helen Hunt. The kid had an idea: do two good things for people for one good thing done for you. Worth trying.
