Chances are you just need to slow down your speech slightly. Take your time, make eye contact, use gestures and body movement to convey your thoughts.

Talk to a speech therapist. You may just have a thick accent or you may be suffering from a condition that prevents you from speaking in a manner that others can understand well. You might not even be aware of your speech patterns as they are so deeply ingrained in you.
But a speech therapist can diagnose you if needed and you can get the assistance that will help you speak so that everyone understands you. Good luck.

retarded-talk? lol! ummm... u could try just having sum1 tell u how to say it correctly and repeating various words and/or phrases over and over again... or you could see a speech therapist to help you out but im guessing that along with practically every1 else in the world, that would be 2 expensive...

Yes, it is called diction. It is probably due to a lazy tongue. I suggest you do tongue exercises and practice your diction every day. You can get a list of exercises from many books. I also suggest that you take voice lessons. It WILL help.

Well I must say that your written English is very good, better than many Americans, except we capitalize the letter 'I' when it refers to ourselves... Try a voice lesson, start singing to develop your vocal muscularity.

get a coach to help you with enunciation. get your hearing checked. you may hear yourself different than others. try holding you hands over your ears cupped to your mouth when you speak and see what it sound like then. your skull bone may be too thick to hear yourself speak.
get headphones and practice with a recorder and hear yourself like a singer does when they sing.
if a deaf person can learn to pronounce words well, so can you.
do tongue-twisters for exercise. frank sinatra had to sing with pebbles in his mouth to learn how to pronounce words while he sang. he was famous for always being understood. he sang like no other singer ever.
read up on him and his methods and techniques.
