It can mean they are a bit agitated, but as long as she is not biting or scratching you it's probably OK. She just wants your attention, the little darling, so scratch her under the chin as they love that. Cats can perceive being touched on the back as an act of aggression or sexual approach (especially females) as that is how a male approaches a female to mate, by biting them on the back of the neck.
