He means he has to work on his esteem first before he takes you on. Trust me; its better he learns to love himself first before he takes you on because thats the only way he can give you true love.

It depends on the context. If this is just a general statement, then it means that in order to have a successful relationship, we must first understand ourselves, our needs and our expectations.
If he said it under the context that he won't date you or is dumping you, then it could be genuine (as stated above) or is just a copout.
Truthfully it depends on his age and emotional maturity. It sounds to me that he's just not that into you, you're not right for eachother.
Move on, gain life experience and discover what it is you want and what you deserve.

In case, the guy is sincere by heart, then he is not having a clear vision & he asks such things in order to ascertain himself whether he needs you, or he can do justice in relationship with you, and in case the guy is just flirt then he is buying time.

could mean many things,1 he dont like u like that,2 he feels hes not ready for a relationship....bc of some past issues he has,its basically a rejection..... hate to be the bearer of bad news,theres something going on,that he's not willing to let u know!? could be anything!

If you can't love yourself the no one else can at least not like that. He just isn't in the market for a relationship at this time. He does like you though but mabey not that way.
