I know how frustrating that can be. :(
The key is PREVENTION, PREVENTION, PREVENTION! Prevent every accident by setting him up to succeed...don't let him fail, and he will learn quickly.
Prevention of mistakes by management and rewarding the success is the secret.
Don't put down papers! It's confusing to him, an extra step, and totally unecessary (it was popular 20 years ago). Do not under any circumstances put his nose in it. Doing so will NOT train him not to go to the bathroom in the house and it will make him question his trust for you. And it's downright CRUEL! Those old practices just don't work very well and make the dog learn by trial and error rather than by teaching him. Please, please don't let your dog suffer becuse of ignorant anonymous advice! He loves you, so give him your love by showing him how not to make mistakes, not punishing him when he makes a mistake.

Take your new puppy to the yard every 20" to 30" and let it play. As you are walking to the door, say the same thing every time, i.e. "Potty time"! Eventually, the dog will pee. When he spontaneously pees, praise him extraordinarily. Take the dog in and give a small treat. 30" later, take the dog to pee. Again say, "potty time"! Set the dog down..."go potty"! When again it spontaneously goes, again praise him, praise him, praise him. This is a lot of work in the beginning, but it will pay dividends in the months and years to come.
I always put the dog in its cage when I leave the house. Upon arriving home, I never greet the dog, but quickly put him outside and repeat, "Potty Time". The dog may want to jump, lick and wiggle from side to side with joy that you are home, but I never give in. Only after the dog has come in from its potty time do I greet him and pat his head.
I have a small dog that many owners of the same breed have said they haven't been able to train. I worked hard early on and have no problems now.

I have had much success training dogs. You need to give it some of your time. First of all limit the dog to an area. Have lots of newspapers on the floor. If the dog misses the paper, soak it up with news paper, but the dogs nose in it and say good boy or girl. Next take the dog outside every 15 minutes more or less. Take the urine soaked papers and put them in a place in the yard where you would like your dog to pee. Also take some of his or her poop and put it where you want the dog to poop. When the dog pees or poops outside, give him a treat and lots of praise and love. I taught my dogs to poop in the bark in the yard by moving all their poop to what area you want them to go. Eventually the dogs won't need any news papers. Encourage the dog to bark before you go out the door and in the door. Before you know it the dogs will catch on.

for 1 thing, you dont yell at your dog.. you treat him llike he is a kid.. a baby.. you put paper down in a certain spot of your home,. preferably the basement and if you are ground level .. on your front porch..
everytime he pees off of the paper you rub his nose in it and say no ..
when he does pee on the paper give him a treat and then time his meals too.. usually 15 to 20 minutes is long enough to bring him outside and encourage him to do his business .. also a treat can be given.. like a bigger doggie treat.
i have trained 2 dogs who were both housetrained at a young age and who were taught to whine when they need to go out ..
of these 2 dogs i have kept 2 of their puppies who are now 10 weeks old and still on occasion have " accidents" ..

You mean the whole time you had this dog it never peed?!
Nah!
Have you tried those doggy pee pads that they sell in pet stores? They work pretty well for keeping the pee off the flooring and carpets.

Put some papers down in a corner and pee there yourself, make sure the dog is watching. Then he'll learn by example.

Put newspaper on the place where your dog pee regularly... After One weeks... Try to move the newspaper to a location where U want your dog pees.
Or go to the pet shop for asisstant they can recommened a bottles of lotion. Just put a few drop of the lotion.. Try to lead your dog to the location... Your dog can pees there regularly

Put paper on top of the area where he last peed. Your dog will bee line to its scent and will eventually get used to peeing in that certain area.
