The effectiveness of any oil, or essence used is dependant on the energies put forth and the receptiveness of the one recieving it. If you husband knows about it and is accepting of its properties then the effectiveness will be stronger than if it is done without his knowledge and only you putting forth the energies. Putting it on objects such as pictures and other things that do not come into contact will do nothing as those things do not retain his personal energy. It is best used on the body or clothing that comes into direct contact with his skin for the best results.

You mustn't think of the oil as some kind of magic substance, or even like medicine. You can annoint someone with oil, a drop on the forehead or so forth. . . but that's supposed to be accompanied by prayer, which is by far the most important thing. I would think putting the oil on a picture or clothing would be okay, if for some reason you weren't able to annoint the person's body. But if you can, then I'd do that.

Anointing Oil is used for Healing. Can be used for Anointing clothe's, house's etc. Use it in the Name of JESUS, the other side will know what it mean's, and respect it. Healing is a little harder, cause your level of Doubt and Unbelief can stop it's effectiveness, like it did with JESUS, in certain town's, around certain people(who had alot of Doubt and Unbelief in them.)

If I secretly replaced your "blessed oil" with plain old olive oil from your kitchen cupboard, would you notice any difference if you tried to "bless" somebody with it? ¬_¬

I do not believe it is so much the oil/water and where it is placed. I think it is more so about who administers and if they infact have healing qualities.
