If I were in your shoes I'd ask myself "Does she make plans with me but always seems busy". Some girls will do that to test a guy, but others will just give a runaround response should they not be interested in you romantically and don't want to hurt your feelings in the process. This happens alot.
But, no doubt the fact she tells you you guys should hang out is a good sign. You need to make the next move man. She's going to look to you to ask her out and/or her number. Just be yourself. To make her notice you, don't go out of your way to always talk to her, but be honest to. Don't ever let her opinions dictate your own, no matter how cute she is....in the long run, compromising your integrity for a woman is never ever good.
To make her notice you? Be a nice guy, but again, not a pushover. And make hints you're interested, which by no doubt I reckon you are. Ask her out.

you just cannot make a girl like you, no you really can't. if anything the girl has to decide it on her own and here comes the cliche: be yourself. you are so in love with this girl and i'd like to assume that you've known her for a decent amount of time, not just a day or two! people, not just girls, always say "let's hang out" but nvr mean it so don't feel so bad ... unless this girl is a witch on the inside (and i don't mean to offend you!!)
if this girl is interested in you, most likely she'll start to flirt and maybe nxt time you should "let's hang out" and mean it ... be bolder than her, sometimes that's nice!! c[;

My first piece of advice to you would to be go and actually hang out with her more. Talk to her about dating after awhile of hanging out, like slip it in casually that you would like to take her out on a date or something, but without actually saying it. Then see where it goes from there. If you don't act or ask, you will never know.

Call her and ask her on a date take her some where romantic grils like romantic guys buy her flowers and chocolates and be yourself tell her what you feel maybe that would be the begginig of something

i asked her out and she said she didnt really like me that way right now but were still freinds so dont think itll ruin everything if u just go for it thats what i was afraid of but it worked out fine and were still best frends

Get the courage up to call her. Talk to her on the internet. Give it time, never go in too fast otherwise it won't last.

the only thing you can do is ask her out on a date. you can force someone to like or love you. all you can do is let them know how you feel.
