The salon doesn't have to do it - you can just tell them you want to donate it and they'll save it for you. You can send it to Locks of Love yourself. The link tells you their requirements and how to donate.

I've donated to locks of love and went to a salon that sent it to them for me. The requirements are that the hair must be at least 10 or 11 inches when cut. And some salons who participate with locks of love will give you a free cut/style or a discount.

Go to Locksoflove.org. They give you guidelines for donating and an aplication to fill out. You just send them your hair without having to go to a salon.
