It depends on a lot of factors: how often do you color your hair, what kind of condition your hair is in, have you permed it recently, etc. Assuming perfect conditions (not colored recently, hair in good shape and no perm) your hair shouldn't fall out. Just know that the blonde colors are REALLY hard on your hair, and that you need to condition the heck out of it. Even though your hair probably won't fall out or turn orange (if you are using a good brand of color), your best bet is to go to a professional.

If you want some hair left on your head, let a pro do it. Depending on how long you have been coloring your hair black, you have to break through all the build up on the ends. If you try to do it at home, you will end up looking like a leapord!!! It's going to cost you more in the long run! I'm a stylist, and have done MANY countless corrective colors for this very reason! I'm talking $200+
If you really want the black out, save yourself and your hair and get it done right!

DO NOT DO IT YOURSELF!!! I have light/medium brown hair, and I bleached it myself ... and it was a nightmare! It was white at the roots and yellowish orange on the ends. You should have your color stripped professionally. From there the stylist will put a blonde dye color over it. Just be sure you condition it a lot before you have it done, and even more afterward. Your hair will look healthy if you do that.

If you don't strip or bleach your hair first, then it will turn orange, then you'll have to do it again, and your hair will fry.
Dying your hair from Black to blond is never a good idea. I had mine done at a salon, eaither way, get some hot oil treatments, and lots of conditiner.

I have dark brown hair and once decided to go blonde..... My hair turned orange and I sat at the hairdresser in tears for 2 Hours. Over $200 lots of tears and a wasted day later, my hair felt like straw, but brown straw not orange at least.
Save yourself time, money and tears and just get a hairdresser to do it.... trust me, its not to expensive.

if you are using a good dye it probably won't turn 'orange'.. it may be off a little bit though from what the box says. and as far as it falling out.. don't leave the dye in longer than the limit.. you'll probably have to leave it in though a long time for it to get rid of the black.

dont dye directly to blonde, choose some shade of brown first. if you are gonna go to blonde, be sure to use toner and moisturize well.

hopefully you condition your hair and keep it moisturized...if you don't there's a big change of it breaking off and falling out.
