It depends on who you're buying it from. Pet Stores sell dogs for ridiculously high prices... and the dogs usually aren't healthy. Buying pets dogs from a pet store is a bad idea.

I would check around with a variety of breeders and look in to finding a regional club and attending their events. Also, you may want to subscrible to the Papillon listserv... and post questions there. Here's a link: http://www.papillon-l.com/

This link should also give you lots of good info:

Depends on why you want to buy it...for pet, show, obedience, etc.

most reputatble breeders these days charge a minimum of $500 for a pet regardless of the dogs pedigree. several thousand could be asked of a dog that is meant to be shown in confirmation and has an outstanding pedigree of mostly wellknown champions.

Thats too broad of a question, you should research and see what kind of dog you want, id def. recommend not getting it from a pet store though, you need to decide if you want a purebred from a breeder, or if you just want a mutt. SPCA is always a good place to start. Hope that helps

purebreds are expensive and can have health problems. mutts from shelters are cheaper and you are usually saving their lives- you may also be able to get an abandoned or lost purebred from a shelter or a rescue group. it isn't just the cost of adoption though, there's food, vet bills, collars, leashes, and grooming too. but it is sooo worth it :D

Papillion are usually pretty expensive. I would do my research before PURCHASING a dog. If you think you can afford to take care of a dog why not try adopting one from an animal shelter?

It depends on the breed and where you buy it. If you are worried about cost, hit your local shelter.
