In addition to the great answers you've already gotten, you should have bowls or buckets for water that can't be spilled over. Akitas can stay outside in the winter with a doghouse, but the heat will kill them quickly without shade and water. DON'T shave them down! They will shed out any coat they don't need. The coat provides valuable protection from the sun and insects.
AND HEARTWORM PREVENTATIVE is essential! It costs less for the medication than it does to put the dog to sleep when you find out he's infected and you can't afford the $1200 treatment.

You may NOT want to shave her. I have never had an akita, but I have a Husky, and I know most snow dogs will stay cooler WITH their coats than without. Thier coats are made of 2 differant layers, and meant to control their temperature naturally. We were told NOT to shave her, she would get heatstroke on our trips to the lake.
Kiddie pools are wonderful to have in your yard on hot summer days. Dogs love them. If you don't have plenty of shade available, string up a tarp for a little canopy. I do not suggest ever leaving a dog chained on a hot day. They can get tangled around just about anything without being able to reach water or shade.

if you live in the south have ALOT of shade. i wouldnt give it a dog house but a open type structure like a 4 ft tall awning so that it can have shade but not be cramped in a dog house because that would make it worse. also put alot of water in a shaded area so it dosnt get hot. you might not want to shave it because dogs can get sunburned like us but getting the hair trimmed about half way would be a good idea. one idea would be to get a cheap 5 dollaer box fan and an extension cord to ceep the shaded area cool. just make sure the shaded area is shaded at all times of the day. not just the mrning or afternoon. try facing it north to south with low sides to the west and east so that the sun doesnt shine into it. but still make it were air passes through easy so it doesnt get stuffy. an easy idea for then shade woud be to go buy the top and poles for a golf cart and put them in the groung so the shaed spot is big easy and cheap if u get a used top. also if you have a deck do like we did for my dog and put cedar chips under it so the dog can have a nice cool little bed area under it. also the cedar chips keep away the bugs. and if water is cheap in your area have a kiddy pool or set a sprinkler to go off every hour or so. also you coul buy an ice cube tray and freeze a mixture of meat broth and chicken to make dog popsickles for it. also freeze a cup of water every nite and put a big chunk of ice in the water every morning. little cubes melt faster and the big cube should ceep the water cool so it isnt to hot.

i wouldn't suggest keeping any breed of dog outside during the day ever...let alone in the heat. There are too many people who are out to steal and/or harm people's pets, especially if they are not properly supervised. also, leaving pets outside unsupervised all day leads to them exhibiting destructive behavior and they could start digging which can lead to them escaping from the yard and then you wouldn't have your pet.
however, if you do...minimally....
Full shade or at least more than half....they need shade the whole time they're out.
A dog igloo or other type of shelter in case there is extreme weather
At least 2 gallons of water...preferably more for drinking. You could also freeze some ice blocks to add in to their water to help keep it fresh.
Dog toys that can't be chewed up too easily.
Carrots or broccoli for snacks...RAW....provides vitamins and minerals to help keep the dog healthy.
Baby pool filled each day with fresh water for the dog to get in and cool off in.

Fenced yard, not a chain. Should have water available and a way to get out of the rain/snow such as a dog house. A small kid's pool is great and fun to play in for some.

as for keeping her outside during the day...
make sure she has PLENTY of water, hydration is important
and a place to get out of the sun, i.e. doghouse under a shade tree or bush, or corner out of reach of the sun
make sure you have a large amount of yard for her to run and play, if a fence, make sure the fence is secure so she cant get out, and nothing else can get in.
if no fence then try a dog tie-out that allows lots of room, but not one that she could strangle herself on, id recommend a harness be used with a dog tie-out.

Shelter, shade, fresh food, fresh & clean water at all times, safely enclosed area (check fencing for any possible escape routes). If you have the dog on a chain, it must be long, not close to anything that can choke the dog if she jumped over. Flea preventive medication, of course.

Make sure they have a good place (dog house, etc) for shelter that is not in the sun and is blocked from the north and northwest cold winds, rain and snow. Make sure they have comfortable, clean bedding in the shelter. ALWAYS make sure they have plent of FRESH water and food and a cable that gives them plent of room to get around but not able to choke themselves. Better yet, fence in your yard and that gives them plenty of exercise.
All pets should be kept indoors in extremely hot/humid or cold/freezing weather.

And always remember that dogs are highly intelligent and social animals and will get depressed and act up if they do not have attention and company. Dogs that are left alone in a yard often end up barking and being a nuisance that neighbors complain about, just due to sheer boredom.

depends on where you live, but if it's even remotely hot and or humid, you probably shouldn't leave her outside. But, at a minimum, given that the weather in your area isn't hot/humid she should always have access to shade, water and shelter from the rain.
