No, the Bible says everything God created is good. Any human flaw that you see today is a result of sin. Sin is also what caused God to curse things. Read the first couple books of Genesis and note the curses God places after man's first sin.

No! God has never created anything negative. It is something that is learned when you're in the process of forming your personality in growing up. It has alot to do with your environment, and the things you learn from the people close to you.
