I did a search on www.autotrader.com for any car under $2500. It came back with over 20000 cars for sale in the US for $2500 or less. You can localize it by typing in your zip code.

A family member, or someone else with a vested interest in seeing you happy.
Seriously. It is rare that someone will give up a reliable, low-mileage car for that kind of price. Cars only reach that price point when they're heavily damaged or old. If they're old, the miles are usually high, and if they're damaged externally, they probably weren't well-maintained (or suffered internal damage as well.)
On the other hand, if you have a friend or family member who has your best interests at heart, or is in a situation where they no longer need or want a reliable car, then you might find something.
Your better bet is to look for a particular make and model of car that is known to be reliable, then find either a high-mileage one that is extremely well-maintained, or a low-mileage one that has extensive *low speed* damage (curb rash from parking lots, small dents, and so on.) That's no guarantee of reliability, but at least you can see a reason why they'd let it go at that price: in one case it's got high miles, and in the other, it's got lots of minor cosmetic damage.
Finally: whatever you buy, get it checked by a competent mechanic (expect to pay for the privilege), and expect that you will still have to fix a few things, possibly major, right away -- and budget accordingly. After all, you never know what might happen, even if you buy from a friend or family member.
I personally have a car that had a transmission go bad less than 400 miles before the powertrain warranty was going to run out. Prior to that, it had no problems, and the mileage was low (under 60,000) -- I would have happily sold it to a friend or family member, and still would. However, the day before the transmission went, I had *no idea* it was going to go, and you can assume something similar will happen to you. If it does, you'll be prepared, and if it doesn't, you'll be happier than you expected.

If you in the souther Alberta area, I'm selling a 1987 Plymouth Caravelle, it has 210 000km on it and its very reliable, its never let me down, and I've put over 25 000km on it in the last year, and I've put about $3000 in new parts into it, (no labor on that, I get parts at cost and don't pay labor if I sign out, I work at a shop). Its going for $1500 or best offer. if your not in southern alberta, look for a private sale, and try to get a car owned by an old person, but before you buy it take it to a shop and get a pre purchice inspection done. Older people ususllay sell older cars for little and they have low milage. I see that alot. Unless you want something flashy

$2500 might buy you a car but it is not going to be low mileage.I would search the classified ads in newspapers. Where I live,we get a paper called the thrifty nickel classified ads that has pretty good deals form individuals. You might get lucky on a low mileage car in the classifieds but be careful.Sometimes elderly people have good deals.Nothing against the elderly but check out the cars careful. They tend to drive the cars slow which can be bad on a car with 30 to 40000 miles on it.Carbon builds up on the engines,The cars are used to being babbied and if you get out there and drive them different,They tend to have problems such as oil leaks,overheating,etc.....
Good luck on your $2500 deal
I realize some cannot afford much but I will tell anyone,You get what you pay for.
