There are many options. You can go locally or online, you generally have more options online. Just keep in mind, if you are wanting the personal touch and service of an experienced travel agent, sites like Expedia and Orbitz are not the place. These are online discounters, you are actually looking for a travel agency, just keep that in mind.
As far as who is the best, it just depends what you are looking for. If you plan to do the majority of your traveling in a certain area, you may consider getting an agent that specializes in that area, but could still help you with other travel. Some areas may be Disney, cruises, the Caribbean, overseas travel, etc. So, I recommend searching for an agent that specializes in the destination you want to go.
As far as who is the best as far as rates, you are going to find that most agents run the same rate. The big thing to look at is service and how much they will be able to help you. This is where your "discounts" come in handy. While one agent may have the same price as the next, that agent may be able to give you tips and ideas to save you more money. So, don't always consider the cost as your only concern. Find a good agent that comes highly recommended by others that have traveled to your destination and you won't regret it!
