It's perfectly normal, but you might want to separate mom and kittens from the other adult cat. She's feeling threatened and overrun, so you need to spend extra time and attention on Cleo and let her know she's not being displaced and everything's okay. This is a hard one, and it takes a WHILE, but it'll eventually smooth out (in a few months). If she's not attacking them, that's a good sign. She probably knows she can't, but I wouldn't take any chances. Always supervise when Cleo and kittens are in the same room. Next phase will be "I will tolerate you in the room, but DON'T TOUCH ME", which they just won't be able to resist doing. And we'll go back to growling Cleo again. (I'm in it now myself, and I've got 9-month old "kittens")

She is mad at you because you did not get her friend spayed. And now there are a few more kittens in a world already full of unwanted kittens. You may think you will give them to a good home. And some will be good homes. But sadly, most end up unwanted when their new owners decide they no longer want the responsibility and simply abandon them. They are either killed by disease or many other various things on the streets or they end up in a shelter. Were most end up having to be killed due to overpopulation and cost of care. I don't mean to sound harsh, but it's just the sad truth. Most people are not responsible when they decide they no longer want the responsibility of a pet. Cleo knows this and is upset with you and she takes it out on the kitties. She is preparing them for the real world.

Its perfectly normal for a cat to hate another cats kittens. Do keep her separated until the kittens are old enough to fend for themselves, tis not uncommon for cats to kill kittens that arent their own breeding. Although it is more common for a male cat than a female.

Put the kittens and the mom in a room to themselves, and keep cleo away from them.

i've been in your situation. she's jealous and being very territorial. don't worry, if she's not abusing them while you're home, more than likely she's not doing it while you're gone. it'll take some time but she'll get used to them. i had two cats and one of them had kittens, the other female hated the kittens and would pop them around with her paws when they would come near. the mother got hit by a car and the cat that hated them kittens so much, took them in and cared for them.

She can hurt the kittens and even kill them. She should not be left in the same room with them while you are not home. She's really threatened right now and is on defense mode. She'll get over it. Just don't leave her alone with them for now.
