because I made a mistake and deleted paint shop pro and I need it back!

Maybe by going to your recycling bin.( if you have one)

Frd01010 made several good points, and I noticed he stayed on the application side of the question. If it was say a paper that you wrote and you deleted it both in the folder and the recycle bin, all hope is not lost. There are several programs out there that will scan your computer for deleted files that aren't quite gone yet. Start off with if possible go to another computer. The more you use the computer that the file was on the less of a chance we have of recovering the file. http://officerecovery.com/freeundelete/
there is a free program that will search your drive for deleted files. and help you recover them. Message back if you have any questions using the program.

As long as you didn't 'permanently delete' the file, it should be in your 'recycle bin.'
However, I think you are talking about an application, not a file. If you deleted the .exe file associated with the application, then you can just retrieve it from the recycle bin by right clicking on it in the bin and choosing "restore." If you uninstalled the entire program then you will just have to reinstall that program, because the program (aka application) consists of several files and directories most likely as well as registry entries.
If you make backups of your system, then you can restore from one from when you still had the program installed, but realize that you will likely loose anything else that was added to your system since the backup was made. Windows XP rollback feature is a backup mechanism that may help if you have it enabled, and it should be able to get you back your program without losing most of your newer stuff.

The quickest and easiest way is to just re-install. I'd rather not get into the steps involved in retrieving a delted file. You have to know computer programming to do that.
