Teams reach the World Cup Finals after qualifications that are played in the two years before the Finals. This is why it is called the Finals. Rankings is not the basis for qualification.
Israel was in Group 4 of the European qualifications with Cyprus, Faroe Islands, France, Ireland and Switzerland. It played twice with each team. It won only four games: on 8 Sep 04 won 2:1 over Cyprus, on 17 Nov 04 won 2:1 over Cyprus, on 7 Sep 05 won 2:0 over Faroe Islands, and on 8 Oct 05 won 2:1 over Faroe Isalnds. It scored a draw six times: 0:0 with France on 4 Sep 04, 2:2 with Switzerland on 9 Oct 04, 1:1 with Ireland on 26 Mar 05, 1:1 with France on 30 Mar 05, 2:2 with Ireland on 4 Jun 05, and 1:1 with Switzerland on 3 Sep 05. Therefore, it lost no game. France was the best in the Group as it won 5 games, and scored a draw in the other 5. Switzerland was just like Israel (won 4 and scored draw on 6), but it scored 18 goals in its games, with only 7 goals scored against it, for a final total of 11 goals. Israel, however, scored 15 goals and received 10 goals against it, for a total of 5 goals. Therefore, Switzerland was better than Israel in goals, and this is why it qualified for playoffs against Turkey, while Israel was disqualified. They played two games on 12 and 16 Nov 05 in which Switzerland won the qualification.
Ghana, on the other hand, won the qualification after becoming number 1 in the African Group 2 which included also Burkina Faso, Cape Verde, Democratic Congo, South Africa and Uganda. It won 6 games: on 20 Jun 04 won 3:0 over South Africa, on 5 Sep 04 won 2:0 over Cape Verde, on 5 Jun 05 won 2:1 over Burkina Faso, on 18 Jun 05 won 2:0 over South Africa, on 4 Sep 05 won 2:0 over Uganda, and on 8 Oct 05 won 4:0 over Cape Verde. It scored a draw three times: 1:1 with Uganda on 3 Jul 04, 0:0 with Democratic Congo on 10 Oct 04, and 1:1 with Democratic Congo on 26 Mar 05. It lost only one game 0:1 with Burkina Faso on 5 Jun 04.

That's why they play the games. If the rankings were more than just estimates, there'd be no reason to play because the top team would automatically win, statistically.
