I believe the "processing/handling/doc fee" you are refering to is the regular processing fee that establish your title and registration is warranted. This fee is regulated by your State/DMV and there's usually a cap on it. For example, the cap in California is $45.00.

Each State also has its own policy on charging sales tax on the "doc fees". We can't answer this question for you since we don't know which state you are in. If you are in California, the $45.00 doc fee IS taxable.

They only be charging tax on the actual car, unless is it something like service work and that is also taxable. Fees are not taxable. If you feel you have been cheated contact your state banking commission. Banking commission usually oversees all financial transactions within the state
