That depends on how you look at it and whether or not you believe it was over slavery.
If it was over slavery, which is the opinion of some, then the south started it because they did not want to give up there "Right" to own slaves.
However, there is another opinion that may ring more true. That is that the war actually started over the North wanting the south to give up it's seperate nation attitude and join the Union. When they refused the North's request the North decided to force it. So if that's the case then it was the North.

South Carolina was the first state to succeed from the union followed by I believe 10 other states. Their reasoning was that they would not be dictated to by people that didn't know or believe as they did. Slavery was just one of the many disagreements between the north and the south. The "official" start was the firing on Ft. Sumpter by the south. Many in the south still believe it was the agression of the north that began it.

Usually the "offical" start of the civil war is said to be the shelling of Ft. Sumter by the confederacy. Up until then there had been other small conflicts, but hte attack on Sumter is said to be the sart of the war.

Confedracy started it after a Major retreatd two companies(it think companies) to Ft Sumter in south carolina and then conferdracy ordered a surrender. that when first shots were fired after Unoion refusal of surrender. South Carolina actualy succeded from the US 5 days earlier. It all started cause Southern states wanted to count slaves in census so they could have more representatives in house of representatives
