Sadat was the president of Egypt. If you mean Saddam, I'm quite sure it was the U.S. But I think you already know that.

Muhammad Anwar Al-Sadat was an Egyptian politician and served as the third President of Egypt from September 28, 1970 until his assassination on October 6, 1981. he wasn't involved in Iran - Iraq war at all.

if you are talking about Saddam - he was aided by: France, Germany, Russia, China, (and all the other countries that opposed our removing him).
