It's because some people want to abuse the system.
After Yahoo know that you are not abusing the system you will not have this limitations. Membership levels 5, 6 and 7 have no limitations.
If you like to have rights to answer more, and to ask more,
you should become member of higher level.
So come on Yahoo!Answers every day, ask good questions and give good answers to others questions and you will get to the 2nd level, after that 3rd, and after some time, 5th. After then, you will have no limitations :-)
But, don't forget, you will lose so much time for all that, and that's why Yahoo have this limitation: for you not to be online 24h/day :-)

I guess, it's for the reason that one ONLY values something more that which is limited.
And perhaps to leave some time to do better things in a day.
