Great question.
The first thing you should understand is that all the weights and equipment is not really neccessary to build up your physique.
Surprised?!
Well it is true.
All the fancy equipment is just to make exercising "easier" to do.
Funny but true.
I once heard a trainer quote that "using weight equipment is a privilege that should be earned first".
His belief was that until you could support your own body wieght first, you are not allowed on the equipment.
What does this mean?
Simple. You take a few basic exercises and work them till you can perform the targeted amount of repetitions.
These exercises are targeted at your whole body and until you master them you shouldn't hit the freeweights.
Push ups: 25 reps (all at once)
Pull ups: 10 reps (all at once)
Sit ups: 30 reps (all at once)
Calf raises: 100 reps (all at once)
Running: 1 mile everyday to start.

Practice these exercises until you can perform them easily.
Not until you can perform them, but perform them easily.

If you really want to build your body...this is THE way to go.
Just because you have no weights is not a good excuse to weenie out.
You can do this on your own.
The satisfaction to be had from it is enormous. It will give you confidence and a swollen chest, back, arms, legs ,stomach and drasticly improve your cardiovascular system.

Oh, one more thing...
The girls love to see a healthy man jogging down the street.

Get two empty milk jugs and fill them with water, or sand for more weight. You can also use old Coke, plastic bottles and fill those with sand and rocks for lighter weight. The 12 OZ ones. Does your school have a gym? You could take a weight lifting class for your gym class credit. Also, you could do pull-ups on any playground mokey bars, push ups, too. You could also download a work out program. Be sure to work out your triceps too so that your arms are balanced.

You could also try something like rock climbing, or joining a sports team to increase your strength and get in better shape.

Give it time, most guys don't develop much until 19 or 20, so you may have to wait to get too buff. ;)

Why won't your parents let you go to the gym? I think gyms..can be helpful..is it because of the cost of membership? Anyways..it will be tough to do without weights or machines. Pushups..somewhat help but mainly work your chest and tricep muscles. You really do need a machine, dumbells, or barbell to work out your biceps..because it is a smaller muscle. Pull-ups help, but you need a bar or something sturdy to hang from and grip. You can try using bottles of water or pails of water and doing bicep curls with them. Add water as necessary for added resistance.

Dumbell and barbell sets are relatively cheap and a great investment..and you don't need a bench to increase your bicep size. Some sell bench, barbell, and dumbells together..that is enough to work your entire body. Once you have those, I would suggest upright rows, concentration curls, and regular standing curls to work the biceps.

You can still work out at home and you don't necessary need weights like they sell you just have to be creative, a can of vegetables weighs about 1 lb. and it fits in your hand so do allot of reps with the canned veggies. Your Mom buy sugar or flour, it normally comes in a 5 lb package bump up you weights to a bag of sugar and a bag of flour. Didn't you see the movie Rocky, he didn't have a punching bag so he worked out on the meat in the meat department or cooler what ever, be creative and find ways do your work out. There are all sorts of free work outs on TV now days you could follow them and if you don't have cable why not run for aerobic exercise or skip rope? Don't give up before you try!

Do push-ups. Have you ever heard of Herschel Walker? He played running back for the University of Georgia Bulldogs football team and went on to play in the NFL. He had a great physique, but he did it all without weights. Look it up, it could be something that may work for youl.

Use a towel. Sit on a chair, wrap the towel around your one foot and take hold of it with your one hand. Press down with foot while pulling upwards with your arm. Change arms and feet, after about three minutes. This exercise should be done in the same manner as if you were using dumbbells.

If you have a swimming pool, swimming is great exercise. If not, you can install a pull up bar in your doorway and do pull ups. If you can't do either of those things, then push ups are always a great exercise.
