Comics used that a lot in the 60's , I think Milton Berle or someone in his genre and time used it. In your case you would have been the first country she heard from and then came the sister, country number two. It used to be quite funny but our humor changes with time.

My mother says that all the time! It simply means there's a noise coming from someone or somewhere else - I would imagine it relates to all the noises going on in the world (UN, perhaps).

Probably, from the United Nations, especially during the Cold War, when they voted in blocs.
It was them versus us, and When the USSR would vote so would their conquered states pipe up too.
