The bolt or the firearm is blown back, by the gases, to feed another round. I believe this is used on the HK G3, and the P7, as well as FAMAS rifle.

If you aren't refering to firearms, blowback is also a term used to describe the unforseen effects of covert operations.

It's usually a type of feed system used on Semi-auto to Fully-auto Firearms. If I remember correctly there is a small amount of space around the bullet (not a perfect seal) in the chamber so that some of the expelled gases force the bolt back opening the breech and feeding another round.
