I have View Only Administrator Access in AD(Active Directory), but when I go to Create a user account, the Mail Stores wont show. Any tips?

Actually it's 'Exchange View Only Administrator' role

A View Only Admin is just what the name suggests--- you're Administrative rights are limited to View.
If you need to confirm this, open the properties of one of the store objects, go to Security and you'll see your account there (or the group you belong to, if you get your rights from a group). Scroll through the list of actions ticked... they'll all have to do with list/read/view and none of them will have edit/add/create/write enabled.

No offense... don't take this the wrong way... but if you don't know what rights are included with the default access roles, you may want to study up a bit before accepting any higher level of access. Exchange can be a beast when it wants to be and an untrained Administrator can cause some serious damage without even knowing it.

I'm not sure, but wouldn't the terms "View Only" and "Create" come in conflict with each other?

Doesn't sound like you have the permissions needed to create a user account.
