It isn't rising enough. Probably the yeast is dead and is not working. Yeast is alive and is very easy to kill through bad storage or by mishandling. That would be mainly letting the yeast expire(see date on package) or getting the yeast too hot(above 120 degrees or a bit lower for an extended period of time). You can test your yeast by adding it to a cup of warm water(85 degrees) with a teaspoon of sugar. Give it five minutes and see if it makes a foam. Also try using filtered water as some tap water may have an excessive amount of disinfectants.

Maybe the mix is not that good, why don't you try this recipe (but it is 100% Whole Wheat Bread): The following recipe is one we worked out for the Zojirushi. It makes a firm, sweet loaf of golden bread. It shouldn't be hard adapting it to your own machine; all you need to know is what proportion of flour/liquid/yeast your machine functions best with. Take a look at the dough after it's kneaded for 20 minutes or so; it should be smooth, not sticky (too little flour) or lumpy (too little liquid), forming a nice ball. If the dough looks good at this point, you're probably all set.
INGREDIENTS
For 1 1/2 lb. bread machine
1 1/4 cups water
2 tablespoons olive or vegetable oil
1/4 cup honey or maple syrup
3 to 3 1/2 cups King Arthur 100% White Whole Wheat or Traditional Whole Wheat Flour
1/4 cup sunflower, sesame or flax seeds, or a combination (optional)
1 tablespoon vital wheat gluten
1 1/2 teaspoons salt
1 1/2 teaspoons instant yeast
INSTRUCTIONS
Put all of the ingredients into the bread pan in the order listed. Program for basic white bread, and press Start.

I find that when using my bread maker, it comes out better if I let it bake over a long period of time as opposed to the express baking. If you machine has that option, try it out. Also, being very careful to have the exact ingredients also is important. Good luck baking!

We bought one just last week in Harvy Norman (Australia) It's a Breville & cost $189, but because it was the one on display, we got it for $150, then a further $10 off for paying cash. It makes a 1kg loaf of bread.

Don't use bread mix...make it from scratch and it will turn out better.
