No, they are not the same. Unbleached all-purpose white flour, while not bleached, is still white, and not whole grain. It is only made from part of the grain, lol. any kind of all-purpose white flour has more gluten, which makes stuff like bread rise better. You can use either in a recipe, but if you want to use whole-grain it works best to do 50/50 white/whole. Otherwise, your recipe might turn out dense and heavy. If that's what you want, go ahead and use all whole wheat! (And unbleached is definitely better than bleached; there aren't as many nutrients as in whole, but bleaching removes even more.)

There is a difference. Unbleached all purpose flour is the same as all purpose flour minus the bleaching which turns flour white. Whole wheat flour contains the entire wheat ground where the all purpose contains only part of the wheat. I find whole wheat flour does not work as good with recipes containing yeast. Stick to the all purpose as it's name implies for ease of use.

unbleached is white flour without the bleach to make it look white. All purpose means you can use it for almost anything. Whole wheat flour is healthier for you and I believe you can use it in any recipe you like.

Significant difference. Whole wheat flour has a grittier consistency and is medium brown in color, in contrast to the smooth, white All-purpose flour.
In most recipes they are substitutes, but imperfectly so. Cookies will taste a little different. Cakes won't rise the same. And angel food cake will barely rise. If you must substitute wheat for white, sift it twice and don't fill the cup all the way.

simply, no. Whole wheat flour has a number of "other" grains allowed to be a part of the compound. Unbleached flour is just ground flour grain.

Whole wheat flour still contains the germ of the wheat kernel (the brown flecks) and has a higher protein content.
They're not really interchangeable either, especially for baking purposes.
