not sure if this is what you are looking for, but when i am looking for hair and makeup ideas I just google "hair and makeup ideas" look at the images option and when you find something you like there is almost always a site about how to do it... if not then you can get an idea from the picture for the most part :o) hope that helps.

For hair: curl your hair and make a poof which contain your bangs For make up: for blue eyes brown makeup seems extra clever. So positioned on brown eye shadow & for lipstick attempt to adhere with pink rings: considering the fact that your gown sounds spunky, positioned on obnoxious rings

I like covergirl.com, they are great for make up ideas. They let you choose your complexion and suggest stuff.
Good ideas for outifts, try Baby Phat as they recommend other items when you are shopping. Oh yeah OLD NAVY! Love it LOve it Loveit! and Rocawear does the same thing
Really though, check out covergirl, I know its' cliche' but I bet you wont be disappointed, plus their makeup is affordable!
