You know, on one aspect, I am actually inclined to agree with you. When people are loud in the vicinity of others, it's both unpleasant and inconsiderate. I live in the vicinity of a racially diverse high school, and quite frankly the vast majority of kids there--of all races represented--are loud and obnoxious, if not in the presence of their parents. Until last year, I worked in a Las Vegas Strip casino. Get enough liquor into people and even the most sedate "blue-haired granny" can become clamorous.
Allow me, please, to address another issue of deeper cause for concern. Your ethnocentric approach reveals your preconceived notions and bigoted views: that your race, whatever it might be is superior, more cultured, and more learned. You might not be willing to admit this, but my guess is that you ARE indeed racist. In fact, you are the most common, garden variety there is: the kind that is closeted in plain sight.
You think that there is no harm in asking questions like that, seemingly oblivious to the sometimes inflammatory and devastating impact they have on our society. Intolerant, isolationist thinking like that is the germ of what enabled an entire country to believe the aberrant, deviant diatribe of Adolf Hitler was within reason. You, and others like you, flit through life with your own race-centered attitudes, but feel that if you disclaim your vacuous, vapid, and offensive verbal belching with the term, "...but I'm not racist," that all is well and that people will approve of you.
Well, you'll get no such approval here. When you get to the point in your life where you can get through an entire year without making inane observations such as you have in this public forum, and can go throughout your private life among your intimates without similar drivel, there there is hope for you yet!
Regarding your topic, I am less concerned with people whose speech is loud, than with people whose speech is mindless.

The question should be, "why are some people obnoxiously loud," because some people of all types have this problem.
Basically, they are selfish and totally inconsiderate, They do not care about other people or how much of an annoyance they are. In a few cases they are looking for attention and feel that yelling gets just that.
Avoid them or just leave without comment when you get stuck near a person like them. If you argue with them, it reinforces their idea that loud works.

Ummmm... sounds a bit racist to me. There aren't loud white people? There aren't loud hispanics or asians? Why don't you ask one of those loud black people. They would probably be able to explain it to you a little better. I'm black, and I'm not obnoxiously loud. But thanks for opening up a question for all the racists on yahoo answers to voice their ignorant opinions!

I'm black and unfortunately some of us have adapted a ghetto and ignorant mentally that cannot be broken. They are used to loud environments, fights, and just a ghetto lifestyle period. They haven't been trained in a proper household to be respectful of other peoples feelings (ears) so it's a habit that some of us just can't seem to break. It's a lifestyle, a mentality. Not all of us are loud though, I happen to be of the quiet and mild tempered bunch :)

They can't seem to be any other way. There is always at least 5 here every day, friends of my nephew. They are always loud and obnoxious.
