No you can't what you can do is the vice-verse, but this is the proportion: to substitute 1 tsp. of baking power you can use 1/4 tsp. of baking soda with 5/8 tsp. of cream of tartar.

If you look up Baking Powder on Wikipedia, it has some suggestions for Baking Powder substitutions. I was curious so I looked it up myself. Apparently you can mix either white vinegar, lemon juice or Cream of Tartar with Baking Soda and get the same effect of Baking Powder which is basically just a mixture of sodium bicarbonate with an acid. It's not a subsituion - no.

However, you CAN make an acceptable alternate by mixing baking soda with cream of tartar. (Equal parts - I think)

That WILL work... I've done it in pancakes before.

i have no idea but i think that baking soda rises and powder just keeps it flat
