Number one, your brother-in-law may not have enough sensitivity of others to give a hoot whether he's upsetting anyone, so you may not be able to embarrass him no matter what you say, when or where. But, if he's just simply not aware of what he's doing and how it's disturbing others, you in particular, you can bring it up at the dinner table as a part of a larger conversation on table manners and etiquette and simply point out that you've heard where it's not proper to chew with your mouth open, "like dummy over there!" You can even add a humorous tone to the comment so as to lighten the impact on him. Or you can talk to the "head of the household" that's sitting at the table with you and ask them to act responsibly and say something to your brother-in-law. Or you can mimic him and chew with your mouth open, even exaggeratedly so, so that even he notices a change in your table manners and looks at you and maybe says something himself, and then you can revert back to your good manners while he takes on a more acceptable practice. Another thought here is that maybe he eats that way due to sinus blockage and he just needs to be encouraged to blow his nose, or take an antihistamine or decongestant hours before dinner in order to make his dining experience more enjoyable for himself, saying nothing about how his current practice nauseates you. Or you can decide to go somewhere else in the house to eat and give a straightforward answer to questions about why you did such. Or, as a last resort, you can take your plate of food and dump it on his head and then answer a very shocked, and maybe furious individual, why you did such. Sometimes the "last resort" is the only one that works. God Bless you.

Politely ask him to chew with his mouth closed, and inform him that it is good table manners and considerate of other to do so. On the other hand, consider talking with your sister, and I'm sure she would straighten him out! You could also talk to him about it away from the table, which would save possibly embarrassing him in front of the relatives.
