the ad.lib. means to make it up or play it as you see fit, the 8 could mean to do this for 8 bars(of measures) or it could mean to ad.lib. an octive higher. most likely the first one.

ad. lib. means it can be played at liberty, basically you can choose the tempo and interpret it any way you like. at least thats what it means in piano music.
