Not familiar with a dry ice bomb, but he need a lawyer if they want to charge him with felonies and if he can't afford one the jurisdiction has to provide him one. The lawyer will give him the best advise, but if the charge is possession and he possessed it then guilt is pretty much assured. His best bet is to apologize, admit it, and work on a settlement that knocks it down to a misdemeanor as a prank type thing. DON'T say that without having talked to a lawyer first.

If he is convicted on both, it is serious. But since it is his fist time, and he probably wasn't actually trafficking (most likely just had a lot of them for himself and friends), they will most likely give him 1 felony and 1 gross misdemeanor. Then the usual sentence would be like 90 days in jail, large fine, and 1-2 years probation. If he really was trafficking, then there could be some serious jail time, like 2 years.

It depends on the state and the city/county he is in. He definitely needs a good attorney and he should cooperate with the DA's office and try to get the charge lowered to a lesser charge. If he has never been in trouble before the DA's office is more likely to give him a better deal.

Depends on his lawyer. Without more information, it's pretty tough to predict what he's really looking at. Have him do a free consult with a private attorney before he settles for a public defender. Not that there aren't a lot of talented people in the public defender's office, but it is a bit of a crap shoot.

Statues vary from State to State, I know the type of bomb you are speaking of, have used them in training of Officers. Not sure of the situation of your friend has himself in. He may have a simple case to plead if it was in his possession and no effort to use as a act of crime. Again he needs to speak to an Attorney or Public Defender about the matter.
