The weather is beyond human control. Scientists are able to produce very limited artificial rain, but not enough to "control the weather" as such.
It is impossible at this point to control Nature, never mind weather, despite science fiction programmes.

YES in a way---the government don't have the nerve to tell the big oil companies that they have to reduce pollution and when they try the oil companies just laugh at them. Oil and Electric companies run this world !!!! Not the Government.
