I agree,and the question keeps me wondering all the time.
Since we cant differ between the civilian and terrorist,it's very impossible to say untill the insurgents eliminated,since it could be eliminated the whole population of Iraq.It's in a very dillema situation for the US:if we withdraw our troops in the chaos situation it would be very unrespossible. So the answer maybe:
1.Untill the insurgent number of terror decreased to minimum,
The terror rate can be considered as a normal crime rate.
2.Untill the Insurgents take over Iraq,like the North Vietnam took over South Vietnam.

Remember they have a country the size [actually smaller] than Texas. the bombs or missles made in McAlester OK where I live are shipped down to the coast of texas every day.
so tons of them are sent to Iraq. If all those bombs were exploded in Texas and all those troups were sent down there by now Texas would be a pit. I am so suprised there is any people left. Why is their any people left is a better question.

it is not a number of troops, because if ti would count by that than the US gov would say so, it really means the professionalism, if they get their own intelligence system, it will be very effective, even better then US and Israel, cause they speak their language and know their fears.
