Awww this is cute. Well there is no particular best thing- it depends on the girl. You can tell her jokes, you can tell her she is fun to be with. A lot people will tell you to tell her she is beautiful, but some girls might be a little nervous hearing that at a young age. So, maybe tell her she so much fun to be around and you always like spending time with her, but only if that is true~! That should work. Best of Luck!

i hate it when men come up to me and tell me i have to smile or try to make me smile, it's degrading or demanding. winking is good or smile at her first, but don't force the issue or it can be seen as controlling. what i hear the most is your such a pretty girl, let me see you smile,i hate that crap. I'm not trying to be a *****, its' just if i want to smile, I'll smile, I'm more then just a pretty face and i don't need someone telling me to smile and be happy if i don't feel like it.( okay, this happened at lunch so that's why i got on my soapbox- sorry everybody)

Usually if you just go up to her and smile big and sexy, she will melt and won't be able to resist simling back.
If she is upset or mad at you, give her a big hug, tell her you're sorry and then look into her eyes and smile sincerely.
