Assuming there is only one "right" person for you to choose out of the 3 billion on Planet Earth - which is a big assumption - the way you'll know when you've found him/her is how you feel about yourself when you're with that person. You can't trust your heart because it will tell you you're in love with 3 people, not necessarily (but possibly) at the same time.
You have to figure out what you want for yourself, for your future, what your priorities are, what your values/morals are, etc. Then your partner must be someone who values those things for you and similar things for himerself. You must have a shared vision for your life together, cuz if you don't, you'll have a great first year or 2, then you'll wonder why you ever liked this person.
I am not available, but my advice to you is to worry more about who you are and what you want out of life, than about who you should date/marry/seek/pursue/desire. Relax, have fun, try a serious relationship, keep your friends close and your enemies closer (sorry, that was extra :), and don't let anyone tell you you are bad, wrong, or misguided to listen to your heart. Just be sure to listen to your head also.
