Drinks in the hot tub. Works every time. That's about the easiest place in the world to start up a conversation. Another good place is at dinner if they have the larger tables like some cruises do.
But the nice thing about the hot tub is that if you don't want to talk to them, it's easy to find an excuse to get out of it.

Just start chatting.
Most everyone on a cruise is just there to have a great time. Everyone is in their best frame of mind and having the time of their life.
We've met some of our very best friends on cruises! We call, email, and even plan trips together still to this day!

At dinner, at the pool, during their nightly entertainment shows, play bingo, gambling in the casino, so many different places to meet friends. Now, are you talking about meeting a hookup? That's different... Though those can be found on the cruise too if you look hard enough I'm sure.

there are plenty of places where you will be in close contact with other people. Most cruise lines have multiple people eating at the same table (unless you are on ncl). Also, shore excursions are good places to meet people and of course you will be standing in many lines during the cruise.

Just strike up conversation. For example: If you see someone by the pool everyday, say, "hey, how are you today? Enjoying the cruise?" Then Conversation will strike up and meet more and more people this way.

Doing the things you like. I always meet friends in the nightclub, my one brother meets people in sports activities, the other brother meets people in the cigar bar, and my sister-in-law meets people by the pool deck. Another fun option is to take along a "mascot." Some sort of toy or something and take pictures of it everywhere. It starts a LOT of conversations if it's unique and has a name.

There are so many things to do, trust me it won't be a problem. My son is soooo shy & he made the neatest friends on a family cruise and they still call & email each other today. I figure they met about 2 years ago now.
Don't worry and have fun :-)

continually circulate the 1st day because of the fact based on the cruise, many human beings already style cliques so it will be harder to make pals. additionally on the 1st day all and sundry is nearly a clean youngster, so which you would be able to attempt to talk to all and sundry and lead them to your buddy. Lol, young ones room? You mean teenager club suitable? :P
