it is an ebossed topographic / geographic representation used to reinforce in the mind of the user through the sense of touch where altitudinal extremes exist. There is a name for such applications, but I am not a cartographer so I can only tell you what to ask for when you find someone who knows the official name, which may well be RELIEF map. I dont know. I've never been good with names, given their irrelevance to ideas and understandings.
