Maybe you should get him a copy of "The Guide to Everything That Is and Is NOT Cool". Then, before he answers your statement, he could look it up. And if he didn't, you could just say, "Hey, did ya look that one up?" That would send him a nice, subtle message.

I know a guy who follows everything with, "That's okay." Even when it's not okay. Same story I think... I don't know what to say about this, except for when 'it's' not 'cool' or 'okay' I tell him so and add after every statement I say to him, a refreshing, "idiot!!"

When he says "That's cool," at an inappropriate time, add the comment, "as a snowball in hell." You'll sound cool, and he'll look confused.

tactfully, you could start a conversation on speech habits that irritate other people, like people who start EVERY sentence with "like", or people who say " and stuff" I have a friend that does that and I want to move out of town after being with her for an hour. or you could stuff tactful and tell them to stop because it's very irritating.

You should introduce him to the word "not" and ask if he knows how to use it between the words That's and Cool. If he doesn't, explain it.

He may feel pressured to fill the silence so he uses that phrase over and over regardless of it's appropriateness.
For fun you could throw in your own meaningless phrase when talking to him.
