Not all are the same..some find a first kiss a big step in a friendship, others can share it as an expression of enjoying the moment...either type, you need to pay attention to the signs...if you get along well, she tends to touch you innocently, if she holds your hand...then I would say the signs indicate a attempt to kiss her is appropriate..pick the right moment....make it short and sweet and continue to read the signs from her reaction..good luck.

You will know, but if you are asking, you are too young to know. Besides, just think, if you kiss every girl you date, by the time you marry, you will have passed a lot of germs onto your wife. Why don't you save your complete self for her?

As a guy that has no idea how to act with ladies, I often use this technique that works well.
"Would you mind if I kissed you?" From what I'm told by my lady freinds, they LOVE being asked that. They think it's really sweet. Ladies? What do you think?

if you lean in and she pulls away-stop
if you lean in and she doesn't move, then kiss her.
Body language is an obvious sign.
