Option 1 - Click here.
http://download.microsoft.com/download/whistler/Install/2/WXP/EN-US/ImageResizerPowertoySetup.exe
When you get it installed, right click on the picture file and click "Resize Pictures"
Option 2
Do you have Microsoft Office 2003? If so, you can right click the file, click "open with" and choose Microsoft Office Picture Manager. Then click the edit pictures button. On the right you will click compress pictures. Compress it for the size you want. Click OK on the right. Then go up to "file" and "save."
Option 3
Click on your start button on the bottom left of your screen. Go to All Programs-->Accessories-->Paint. If you can't find it. Go to start and click "run". Type in "mspaint" and hit enter. Drag your picture file into paint. Go to file "save as." Save it as a jpeg if it isn't already.

I am a professional image editor, so I'll be happy to help you. The image editing software I use is Adobe Photoshop. Other softwares may be similar, so try this. There should be a spot on your toolbar labeled "Image." Roll over that, then scroll down to where it says "image size." You'll be presented with a window where you can change both the actual dimensions of the image PLUS the dpi (dots per inch.) If the image is going to be used on the web, you'll have to set the DPI to 72, and the dimensions to however large you actually want the image. If the image is for printing purposes, it should be set to 300dpi, then the dimensions you need it in. NOTE: If you're using the image for the web, and you do NOT set the dpi to 72, then you're really not downsizing the image properly. This is probably where your problem is. Good luck!

This is a real tricky question now :)
It depends on the software you have downloaded & are using.
Suggest, if your are using XP & Microsoft Office 2003 atleast, right click on the file & select "Open With > Microsoft Office Picture Manager". Then you have 2 options.
1) Goto "Picture > Resize" & choose what you need.
2) Goto "Picture > Compress Pictures" & choose what you need.
Both give you options.
If not. You need to specify what software you have downloaded.
Thanks & Regards
Vinod

Select the photo with the mouse, and use the "handlebars" (black-dots) to resize the image. If you are using Microsoft Word make sure in the "Drawing" tool bar, that you have selected the 'white cursor', if you don't do this, Word will treat the image like a regular letter.
