Not directly since nuclear weapons or reactors do not produce greenhouse gasses. But the industrial processes that mine and refine the uranium, if they are powered by coal, oil or gas, could contribute, just like any other use of fossil fuel would.

nuclear proliferation just means that more nukes are being made. that in itself can't relate to global warming. Now if you are asking does the increased amount of nuclear testing, aka setting off the nukes, contribute to global warming, then thats a whole other question, and i don't know the answer to that one.
