Yes, a black german shepherd is pure bred.. As well as an all white one. The most common colouring is the tan with a black back and beak.

Yes, purebred German Shepherds can come in black.
Black German Shepherds are mostly rare in AKC because they do very poorly in the show ring; they aren't popular enough. A solid black GSD has to be VERY good in order to win. Therefore, people who breed in the American Kennel Club for show lines avoid breeding black dogs. If you watch the Group competition available online during the Westminster Show, you will notice that all the dogs will be black and tan, and they will have extremely similar markings.
When you look at working-line dogs, you will see a great deal more variance in color. Sables, blacks, and bi-colors are much more common when people are concerned about soundness, temperment, and working ability but NOT concerned about "a certain look", which AKC is biased toward.
All of the dogs I'm referring to are still purebred German Shepherds, but simply selected for different breeding criteria.

How about we go with this therory. In order to have your dog registered as a pure bred their parents have to be pure breds. See how that works.

Color
The German Shepherd Dog varies in color, and most colors are permissible. Strong rich colors are preferred. Pale, washed-out colors and blues or livers are serious faults. A white dog must be disqualified.

Your description is clear you have a dog registered with the continental KC and not the Canadian KC or American KC so sorry you do not have a purebred even if it was. You need real paperwork as proof and that shows you have a PB.

Im not sure, they usually have a mix of tan, brown and black.
If it is a purebred puppy, it will be black and grow tan as it gets older.
