Absolutely! Everyone can improve, some faster than others. Oh, if you take lessons, aim higher than Shakira. I've trained, and I don't hear training in her singing style. Ugh.
When I started out, I sang like Madonna. No big deal, no great talent, I could carry a tune but that was about it. Madonna is a very mediocre singer. When I finished training, I was as good as Barbara Streisand, or Linda Ronstadt, or Vicky Carr. That was in two years, MUCH improvement.
Some people are better at this than others. Imagine a person who is clumsy and not that coordinated, and they're trying to learn ballroom dancing. Now imagine another person who takes to the dance floor like a fish takes to water. One will require more time to improve than the other, but they both can improve.
Take lessons, they are FUN! You do lots of vocal exercises. Keep your body in shape too, because when you sing, it's an experience from head to toe, not solely in the throat. Keeping your core strong and your lung capacity healthy is key. Do this with strength training and cardio, and don't smoke. Yes, drink lots of water, and avoid dairy and sugar. That creates goo in the throat, not good for training.

Everyone's tone and overall voice quality is different. Some people like the sound of a flat raspy-type voices and some like the soothing, vibratory opera-like voice; it can also depend on what style music you're singing. Overall, with singing and many other performance arts, practice makes perminant. If you practice singing good, then you can become better, but if you practice singing not knowing what you're doing, it could make your singing style worse. If you want to be as good as shakira or kath mcphee sing their songs trying to sound a little like them-if you thing their voices are really "good". I would disagree :P

Singers all have to practice vocals it is possible to change your singing voice with the right practice and vocal coaching keep going and dont give up dedication is most needed. My friend could not sing at all after classes he was realy good so it does work he now has his own band. Good Luck.

You have a set of vocal chords that sound like no one else. I can't guarantee that you will sound like the people mentioned for that very reason - but that is a good thing! Get some lessons with a classical vocal instructor even if you want to sing a very un-operatic or pop sound. They will be the BEST way to get lasting, healthy singing technique. You don't want to blow your voice trying to sound like someone else - you want to be you!

I doubt it. Voices can definetly improve, but I don't think someone can just make a total 360 from horrible to beautiful. I'm not the biggest expert in the world, but that's my opinion.

think it would depend on the problem....for me i have a pitch problem, so no matter how fluid and sexy my voice was, and how well i supported the note and phrased my breathing, the note is ALWAYS going to come into my ear as one thing and out of it as another. that can't be changed.
but if its something about your phrasing or the support behind your notes, or your confidence level, those can be trained away

Everyone can sing...it's just a question of how good you are. A lot of singing is about techniques and articulates, so if you want to sing better, get someone to teach you.
